He only did the executive order because the state legislature didn't do anything so he thought he could get away with it. He made a decision only the legislature can make. It's called checks and balances. He forgot that part of how government works. Or, more likely, the part he never learned.

Nurses who draw dozens and dozens of blood samples each week can struggle finding veins. Now imagine a cop who can’t even tell the difference between a stun gun and his gun trying to draw blood of an inebriated person.
