local news. the CA lottery spokesman said there were other winners and a couple more states hadn't reported

That's what now, 5 confirmed winners? With so many more playing, that jackpot amount actually seems kind of low. Sales were pushing a $1 million/hour in some areas.You go from $900 mil and have no winners, to at least 5 at $1.5 mil. Something doesnt add up. Unless they all played birthdays and months/ages

Doesnt work like that. You have to claim the ticket in the state you bought it.
