It also directs the Department of Justice to designate a point person to expedite the review of hate crimes related to COVID-19 and authorizes grants to state and local governments to conduct crime-reduction programs to prevent and respond to hate crimes.

Vice President Harris introduced Biden ahead of the signing and reflected on the increase in violence against Asian Americans.

"This violence — it did not come from nowhere, and none of it is new. In my life, my lived experience, I have seen how hate can pervade our communities," she said. Harris, who is the first Asian American vice president, added, "I have seen how hate can impede our progress. And I have seen how people uniting against hate can strengthen our country."

The fact Biden included the Pell grant thing and put the income gap means this order with disproportionately help black lenders.

I like it and not exclusively because I will benefit from this as a low income student. He followed through on the 10k being the minimum so I'll fall back. I too hope this does have more of the constituency show up to the polls.
 
Short story

In the 1992 election deficit reduction became a massive issue. With Third Way Dems, Ross Perot, Republicans, pushing the issue

Dems win power and they take the polling seriously and Clinton figured deficit reduction is a political winner. So he pushes through a tax increase to reduce the deficit.

And then voters didn't reward them for addressing the issue. Instead the Dems got destroyed in the midterms.

It made Bill Clinton come to the conclusion it was a complete mistake to do, and the faction of the party that swore it was a political winner were flat wrong.

Other Dems still championed direct deficit reduction but it fell out of favor with the wider party.

Some, including me, argue this was a good thing.

But a similar thing can happen here and kill good policy. So if people who benefit from this don't show up, and the Dems take a beating in November. It will send a message to the party they is no political upside to tackling this. And no matter the demands of some Dems in Congress, others will be unwilling to take any action on it in the future.

So folk claiming this is a clear political winner, I hope you are right, because if voters don't show up a lot of people are gonna stop being interested in this.

“Higher education is associated with greater wealth within race groups, but more education will not solve the problem of racial wealth disparity. The financial positions of similarly credentialed black and white families are markedly different. For families with household heads that have a college degree, the typical white household has $180,500 in wealth while the typical Black household has $23,400, a setback of nearly $160,000. Indeed, black families whose head earned a college degree have only 2/3 of the wealth of white families headed by a high school earned dropout. Moreover, white families whose head completed some college, but did not earn a four-year degree, have slightly more wealth than black families with a head that earned a graduate or professional degree.”

Congress finds the following:

Following the spread of COVID–19 in 2020, there has been a dramatic increase in hate crimes and violence against Asian-Americans and Pacific Islanders.

According to a recent report, there were nearly 3,800 reported cases of anti-Asian discrimination and incidents related to COVID–19 between March 19, 2020, and February 28, 2021, in all 50 States and the District of Columbia.

During this time frame, race has been cited as the primary reason for discrimination, making up over 90 percent of incidents, and the United States condemns and denounces any and all anti-Asian and Pacific Islander sentiment in any form.

Roughly 36 percent of these incidents took place at a business and more than 2,000,000 Asian-American businesses have contributed to the diverse fabric of American life.

More than 1,900,000 Asian-American and Pacific Islander older adults, particularly those older adults who are recent immigrants or have limited English proficiency, may face even greater challenges in dealing with the COVID–19 pandemic, including discrimination, economic insecurity, and language isolation.

In the midst of this alarming surge in anti-Asian hate crimes and incidents, a shooter murdered the following 8 people in the Atlanta, Georgia region, 7 of whom were women and 6 of whom were women of Asian descent:
