I dunno if figuring out the arm is robotic matters.

He'll never figure out the arm is vibranium or how to counter it unless his prep time involves studying another universe's African country's rare space metal and all of its properties. Not sure an emp would work on vibranium at all.

Is the arm Vibranium in the comics though? I don't know which version we're talking about but I don't think any on screen version of Batman beats MCU WS. In these instances I don't think prep time should be taken into account.

Batman is literally just a guy

Batman travelled the world mastering every martial art known to man, trained himself to peak human fitness, mastered every science etc etc. Winter Soldier as far as I know was trained and programmed to be an assassin mastering hand to hand combat which does not encompass all martial arts. Also he did not spend the whole 100 years in the world. The vast majority he was in cryogenic stasis so in reality the amount of combat experience he has combined is less than Batman not to mention most of the threats he faced during that time were terrestrial whereas Batman from year 1/2 was facing giant crocodiles, bat human hybrids, and shape changing clay monsters to god's in the present day.

Even if you turned the “Winter Solider” off, the physical capabilities would still be there. Yea, he wouldn’t be the cold hearted killer, but Bucky would still do what he hast to do to survive/win.
