The Bill Gates interview that Rusty pointed earlier points out that there isn't any incentive for speed in the reimbursement for testing. So they are running more tests but extending the turnaround time.

Running 1000 tests with same-day results is better than 2000 tests with a 5 day lag. I would argue it's even better than 10,000 tests with a 7-10 day lag. Which is where we're at in many states. It's also worth noting that the first 1000 tests are higher impact (reserved for those with symptoms, for contact tracing, etc.), while the next 9000 are lower impact (less likely to return a positive result, probably for surveillance, etc.). So it's actually a net negative when you run more tests if you can't maintain a fast turnaround time.

edit: You could argue more tests is good to monitor the spread of the virus in the community and to assess the success of interventions, but things like testing for covid in the sewer may be a better approach for this purpose.
