I think another thing has to do with the erosion of unions. Some white folk that used to vote Democratic because it was part of their identity as a union worker. Without that, their regressive racist views dominate.
Plus Milwaukee and Madison might not be big enough to make up for all racist rural areas.
Wisconsin isn’t a union state. It’s a commie right to work state. It’s Texas of the north. Also never seen any black people there.
