This is actually filming that finished up for Captain America: TFA. They shot a scene of Cap in modern day NYC.
This also might have been finally confirmed....

"Nick Fury arrives to New Mexico and talks to Professor Selvig (Stellan Skarsgard) about the Tesseract (cosmic cube). And it's revealed that he's (Selvig) actually Loki." In case of any confusion, they're not implying that Selvig is Loki DURING the film, but only in this scene.

this isn't actually on set.

It's been dedunked.

Principle Photography doesn't start till July, so it doesn't really make sense for them to be on set. At first everyone thought this was on set bc the guy who posted it said so, but it was then shot down.
