It's geared towards kids. It's basically the old show told through the lenses of kids today. Of course there's nostalgia sprinkled in.
Only person to not get a call back is Big Red Rachel and that's cause she started an Only Fans page at the time and has upgraded to porn now.

I don't think the writers make Silver this obvious in these episodes unless they have him locked in to coming in.
I also don't think they get a different actor for it as the narrator of the video is guessing. The writers have been pretty good about not insulting our intelligence - every former character they deal with comes back (real actor portrayal) because they know the fans pretty much demand it and authenticity is what really drives this CK bus.
Barnes is 100% coming back I agree with that.
I also agree as others have said, Tory's mom who they are sort of hiding is gonna end up being someone and Tory's gonna have a real focus next season.
