The thing is that in the specific park you can't have your dog walk off the leach. So, informing someone of the rules is not off the cuff. She could of put the leach on and kept it moving.

The whole park has dogs off leash all the damn time. ALL the damn time. Ive worked next to Central Park for 4 years, went to school next to Central Park for 4 years, ive been to CP damn a thousand times it feels like, people have their dogs off leash wherever they want, especially like I said in the Am.
Now this doesnt meant no one has their dog on a leash, but it certainly isnt rare for an owner to have their dog off leash. Usually its the smaller dogs.
