If there isn't an obscene profit in drugs, then they'll move to other illegal business models that present high profits. Human trafficking, prostitution, designer drugs, kidnapping,murder for hire, etc.
I don't think that the cartels are the antithesis of the war on drugs, but rather organizations that are opportunistic on high profit illegal trade.Drugs just happen to be that trade right now.
