Nothing practical, or beneficial for performance. It's more so for being able to fit wheels that would otherwise stick out (poke) a bit too much. Negative camber brings the top of the wheel/tire closer to the car/fender. 
In this pic, the car needs overfenders, or flares, but you get the point. 



Those are 18x11 +10 fronts and he's Gonna run 18x13.5 -10 rears.

For the same reason. To be able to fit them. It's also done in drifting sometimes because when you stretch the tire the sidewall stiffens up and breaks traction easier. That, and some people just like the stretched look.
