I can see Tommy spilling the beans about the situation to Kanan. After Kanan finds out, he'll kill Holly himself. Kanan can't afford Tommy going to jail. He needs Tommy to link him to the connect. Kanan will do anything to keep Tommy loyal to him, because he knows Ghost is smart and won't give him the info he wants
