Seems a little off, bigger states like california and texas have such drastic change in wages and cost of living, to average them would be wrong or maybe this just applies to low income families?

Ive lived in different parts of texas and california and at 18$ an hr you would still be spending well over 50% of income for rent. Same for a california.

Either way sounds like bad news for low income families, almost like a tool of oppression.
