Haha definitely. Subways cost little to startup since the equipment purchases are minimal. Also, their franchise fees are significantly lower than other fast food restaurants (which is why you often see Subways essentially competing with one another).
Apparently, when One World Trade was being built, they had a Subway that they could actually move upward, as the building was being built, so workers at the top could come down for lunch without going all the way to ground level.
