Try Angelus Leather Paint.

It should be pretty easy to get the black part looking normal. It might be a little trickier finding a perfect match for the blue. You may not get them back to perfect, but you can make them look better.

I jacked up my Flu Games a bit last year and got them back to looking close to normal.

Definitely 2016 banners.... 2013s obviously are a bit more scarce but the overwhelming majority has accepted the 2016 banned as the better retro, not to mention the 2016s are DS. That's almost a no brainer.

Sucks. I know how it feels. This time around last year I lost my Shadows in a trade with a known NT'er. It was shipped via self server kiosk usps, and never updated after it was "dropped off“.

The quality is pretty lackluster especially compared to the other 2013s. They were the weakest of the NA releases in terms of quality

I've done it numerous times with the same buyer. He had an account with FedEx. He would send me the prepaid shipping info and I would go to FedEx and they would print out the label and it was good to go. I never had a problem.

Best to call your local PO and ask, depends on many factors
Insurance covers the total cost of your item, whether its msrp or resale value. They would require some proof that your sale or purchase was worth the exact value, like an ebay or paypal invoice, maybe even a shops letter stating your item was worth the market value.
