Yes, you're an independent contractor.
On top of that you likely haven't been able to earn the same amount of money coaching as you normally would have due to the shutdown. The grant money is explicitly for people in your position.
As an aside, I hope you're filing a Schedule C and recouping on all of your annual coaching expenses. Everything from equipment and meals on the road to coaching education.
