Plain and simple...it's for PR reasons. These people care more about NOT looking bad than any other entity in sports. He got hit with a year for repeated violations and was denied after an appeal. The repeated violations probably pissed them off more than the (barely) failed test because we all know you have to fall in line and can't ever make the almighty SHIELD look bad.I agree with everything this dude said, and this is what I've been saying all along while rumors have came out about a reduced suspension.
