Pretty much the earthquake, I believe, knocked out the power in order to keep cooling the reactor from meltdown, when reactions go out of control as a result of temperature + pressure. Now they were equipped to have a backup plan in order to make sure there is no loss of power, but the flood washed out the backup power in order to make sure things run smoothly.
They are attempting, or have, installed new battery cells in order to make sure the reactors are constantly being cooled as they usually are under normal circumstances, but there are a few reactors that must be flooded with sea water to add to the cooling.

They say that the radiation that has spiked to a higher level. In one hour, the amount or radiation a human can safely be exposed to is being irradiated at the area. They are emphasizing that this is still controllable, although the ultimate risk in the case that they cannot contain the reactor is that they will prepare for such a catastrophic event.

Again, we are seeing a failure of engineering designs similar to the ones of the BP oil spill. This reactor is apparently about 40 years old, and the back up plans are obviously not good enough, so we will probably see more focus on engineering safety mechanisms in designs in the future.
