The electric cars they are offering are still first generation. That's why their efficiency isn't enough to make people want to do the switch. They are just waiting on the right climate to introduce the hybrids to the market because honestly, there are so many ways to do it once we move into the electric arena, there won't be a way to mass produce a uniform way of making engine and car parts all across the board. Creativity can flourish, but it would be at the cost of destroying our current massive assembly line approach to the piston engine.

That's the biggest problem with the mandate passed by CARB though.  The state has failed to authorize a new power plant in the state for the past 30 years.  That means that they are still inefficient models that require large amounts of coal and diesel to operate.  The state has also tried to mandate the use of 10% "green" energy, but that has increased energy prices by 25% in most parts of the state because wind & solar still have severe limitations in their operations.
