As an asthmatic, CPR will do nothing for you. Once your lungs start compressing, you need the proper medicine to open them back up again. CPR would have been much worse for her. Condolences to the family but we need to hear the officer's side of the story before he's further crucified.

Should he have thrown her in the car and rushed to the hospital with the sirens on? Yes. However, having gone to school over there, the closest hospital is Long Island College Hospital which is a good 10 minutes away probably 7 with the siren on. There's no telling if he could have made it on time. Bad situation all around.

If he pulled her over for clipping a parked car and driving the wrong way down a one way street that's understandable. 

So hypothetical: 
Mom then says its an asthma attack
Cop knows she needs medicine not CPR
Cop follows women to hospital
Women goes into hospital and cop leaves
Its too late kid dies

So where is the cop at fault here?

He didnt call it in. He couldve rushed her to the hospital as soon as he saw what was going on.
The mother obviously was panicking and was not in the best condition to drive. he shouldve driven his vehicle with the siren on rather than follow her.
Lets just excuse the fact that he tailed her, once he got involved he was supposed to see thing through. Not mysteriously vanish for 4 days.
