I don't think CPR would have done anything for an asthma patient though since nothing can open the airways except for medicine.

This is why it sounds fishy.
If he pulled her over for clipping a parked car and driving the wrong way down a one way street that's understandable.
So hypothetical:
Mom then says its an asthma attack
Cop knows she needs medicine not CPR
Cop follows women to hospital
Women goes into hospital and cop leaves
Its too late kid dies
So where is the cop at fault here?
