The only argument I could see someone could make for Vick changing the game is how many kids who watched him play where inspired to be a two way QB like him.

Fran was a scrambler.  His game is more analogous to guys like Rodgers and Wilson than it is to Vick. 

Vick was different in the sense that as a pure runner he had the talent of a NFL RB, with one of the strongest arms the game has ever seen.
