Steelers have an 5th of what the Browns can spend.
Teams can have interest and have a price point of what they can offer to a player they want to sign, because it does not match with that the going value for a particular player at their position is getting in the market, does not say they only value the talent from the offer they give.
There are plenty of Lineman the Seahawks will have interest in, most of them will be at a price higher than what the Seahawks can offer most likely but it does not stop you from doing your due diligence to pitch other benefits to sign with them.
