NBA need a new playoff format. No way Hawks and any other sub 500 Eastern team deserve playoff appearance over team like Phoenix, Dallas, Minniesota etc.

Imo just go by record. There will be normal West and East conference during reg season but when it's playoff time just group it 1-16th in term of overall record for both conference. That way some of the above .500 West teams like Minnie, Dallas can replace sorry below .500 team like Hawks, Knicks, Bobcats etc.
