Hard to do if you want a balanced game. What they did basically is a huge beta test, so that they can get a balanced game and more money.
Also certain things are hard to do without the game been released, Capcom said when they were developing it the online aspect of the game was fine in japan because of their internet speeds but once it released it was a lot slower in other countries, so thats one thing they tweaked for Ultimate.

I agree with everything u said here, but every version of SF4 has NOT been balanced. U pretty much have five or six characters that dominate the game in every version... check the tournament results all across the country, it's always the same top tier characters winning with the exception of a few.Originally Posted by jae oh en
i didn't have a problem with sf4 getting new renditions because every version of sf4 to come out felt like a complete game from day 1. online was playable, lobbies were cool, and for the most part - every version has been decently balanced.
mvc3 on the other hand felt unfinished. lobbies were trash and it wasn't that great to play online. they should've at least given a free update to fix the online modes in vanilla marvel before announcing this.
