Frank Ocean sings about more stuff, I also feel he's more eloquent in his lyrics. This isn't a knock on Weeknd either, you have to factor in how long they've each been in the music business. Frank been around for a while, so he's had more opportunities to perfect his style and work on writing about more than just girls/love. I agree with most of your points. The Weeknd is young and relatively inexperienced, and it will serve him best to diversify his subject matter in the long run.
That said, with one nine track tape as the only material to judge him by, he covers the party/drug lifestyle exceptionally well. Honestly, better than anybody in r&b that I'm aware of in the last few years.
To me nothing I've heard form Frank Ocean on those lifestyles has captured the realities and fantasies, the highs and lows, the pleasures and pains, inherent in drug use, the same way The Weeknd did through out House of Balloons.
and to give him further credit, the best song on the tape (imo), Wicked Games, isn't about drugs or partying at all although there are some references.
