Snakes will generate periodically in your town, but the bulk of them will come from eggs being placed by friends, the tasks you put characters on and if you opt to buy something that generates snakes. 

I deleted my entire friend list except for people I personally know due to Lisa having a task where she can go to another town and "steal" 3 snakes. Didn't want to run the risk of 50 neighbors ransacking my snakes, I'd be furious 

Bought the tree stump that generates 20 snakes every 4 hours, well worth it in the long run I think.
