How does reaching out to kids who left schools or transfers even work? I assume different recruiting rules than high school kids right?

moser and stanback went to UNLV, drew gooden went to New mexico. kendall williams who plays PG there was also a UCLA recruit even committed till UCLA said it had better options and dropped him
