Like everyone's saying, DON'T CLOSE ANYTHING. Police reports, etc. Odds are, you caught him off guard and he bugged out and wants to 'act like' he's legit. He'll likely just scam the next dude after (if ever) you get your shoes...

Simple solution here. Go to your police department, tell them what's happened and they'll help you file a police report with his police department. They'll most likely send him a letter or send a city worker to give him the letter informing him that he's a douche. That's all you can do. Unless you go John Wayne on his @!! and want to show up at his door step. Which is what I would do but if it's too far, go with the former.
