It was an elaborate (aka absurd) scheme whereby he "gets away", "saved" by the feds, who coerce him into implicating the Jimenez Cartel for Sandovals and Lobos (instead of Ghost and Tommy) murders right there in the van where he thinks he's about to lose his life.
Fed dude was in on it with Tommy, Angela etc.
She best not survive......
