Mueller moves to sentence Papadopoulos, signaling key step
The filing moves towards a sentencing for former Trump campaign foreign policy adviser George Papadopoulos.
A court filing Wednesday from special counsel Robert Mueller's office may be a signal that his investigation into Russian efforts to coordinate with the Trump campaign is nearing a conclusion.

The filing asks a federal judge to start the process of preparing a pre-sentencing report for former Trump campaign foreign policy adviser George Papadopoulos, who pleaded guilty last year to lying to investigators in the Trump-Russia probe.


The move indicates that a sentencing for Papadopoulos could come this summer — without him testifying at the trials of others who may have been involved in alleged collusion with the Kremlin on its attempts to interfere in the 2016 presidential election. No one faces such charges at the moment.

It's also possible that the filing is a sign that the investigation has progressed to the point that prosecutors have concluded Papadopoulos's testimony would not be useful in any future cases.

"It means they're pretty much done with him, or they don't need him testifying," said former federal prosecutor Sol Wisenberg. "It may mean they've taken a look at the others in the campaign and decided they cannot charge them, or they're going to charge them without him. ... It means things are moving along."

Trump lawyer Rudy Giuliani told POLITICO that the filing indicates Mueller has concluded some part of his work.

"It means at least one aspect of it has been wrapped up. And hopefully it all gets wrapped up soon," Giuliani said.

Giuliani said he’s seen no indication that Papadopoulos is part of any issue Mueller’s team is seeking to pursue with Trump in a potential interview the two sides are still discussing.

“I know of no questions that have been asked about” Papadopoulos, he said. “Nor would I expect them to be. He was at a very low level in the campaign.”

The Trump attorney and former New York City mayor said it's unclear what useful information Papadopoulos has provided to prosecutors. “It’s hard to tell from that whether he’s cooperating," he added.

Papadopoulos was secretly arrested by the FBI last July as he returned to the U.S. on a flight from Germany. He was initially charged with making false statements and with obstruction of justice for misleading the FBI about his contacts with pro-Russia advocates during the 2016 campaign.

Last October, Papadopoulos entered his guilty plea to the false-statement charge in a sealed courtroom.

Prosecutors and the defense have repeatedly asked to defer further action in the case, initially for about three months at a time. Last month, they sought only a 30-day delay. The latest filing asks Judge Randy Moss to put the case off again for 30 days, but to have the court's probation department begin putting together a report examining Papadopoulos's conduct, background and how the federal sentencing guidelines should apply in his case.

Later Wednesday, Moss ordered that the sentencing report be prepared by August 1.

The plea bargain deal revealed a few weeks after Papadopoulos's guilty plea said his sentencing could be delayed as long as his cooperation was needed.

"Your client also agrees that the sentencing in this case may be delayed until your client' s efforts to cooperate have been completed, as determined by the Government, so that the Court will have the benefit of all relevant information before a sentence is imposed," the agreement said.

A spokesman for Mueller's office declined a request to comment on the new filing.

Papadopoulos's attorneys did not immediately respond to requests for comment.

A tearful New Mexico state lawmaker (Rep. Monica Youngblood) tried to charm police into waiving her drunk driving offense by telling the arresting officer that she had always stood up for them when people claimed they were racist.

Youngblood, who refused to take a breath test, insisted that she hadn't had a drink and was instead upset over a fight with her boyfriend.

She tearfully begged the officers not to arrest her before repeatedly telling them that she's a legislator who fights for police.

'I literally fight for you guys... I fight for you guys every time I get the chance,' Youngblood can be heard saying from the back of the squad car.

The officer responds: 'That doesn't make it okay for you to drink and drive.'

The Republican lawmaker also told the officer that she had sponsored legislation that would reinstate the death penalty for cop killers.

'So many people tell me that you guys treat people of color like s**t, and I always stood up for you,' Youngblood can be heard saying.

Trump may impose tariffs on car imports in latest trade move: sources
The Trump administration is considering a proposal to impose new tariffs on imported vehicles, invoking a national security law used to impose tariffs on aluminum and steel, an administration official and three industry officials briefed on the matter said.
Another administration official said the move was aimed partly at pressuring Canada and Mexico to make concessions in talks to update the North American Free Trade Agreement that have languished in part over auto provisions, as well as pressuring Japan and the European Union, which also export large numbers of vehicles to the United States.

“There will be big news coming soon for our great American Autoworkers. After many decades of losing your jobs to other countries, you have waited long enough!” President Donald Trump said in a tweet on Wednesday.

Trump, who has pledged to revive American manufacturing, has launched a series of trade actions, demanding China import more American goods, starting talks to renegotiate NAFTA and imposing tariffs on steel and aluminum imports.

Reuters confirmed a report by the Wall Street Journal that the administration was considering launching a “Section 232” investigation into auto imports that could see tariffs of up to 25 percent imposed on imports.


Both administration sources and the industry sources said the Commerce Department was expected to make a formal announcement as early as Wednesday night.

At a meeting with automakers at the White House on May 11, Trump told automakers he was planning to impose tariffs of 20 percent or 25 percent on some imported vehicles, sources told Reuters and specifically criticized German automakers for exporting a large number of vehicles to the United States.

An ad hoc industry group representing the largest Japanese, German and other foreign automakers called “Here for America,” criticized the effort.


“The U.S. auto industry is thriving and growing,” said John Bozzella, chief executive of Global Automakers, a trade group representing Toyota, Nissan Motor Co Ltd (7201.T), Hyundai Motor Co (005380.KS) and others, who also speaks for the broader group.

Bozzella noted 12 million cars and trucks were produced in the United States last year. “To our knowledge, no one is asking for this protection. This path leads inevitably to fewer choices and higher prices for cars and trucks in America,” Bozzella said.

‘BIG TRADE IMBALANCE!’
Trump has railed against European auto imports and tariffs.

“If the E.U. wants to further increase their already massive tariffs and barriers on U.S. companies doing business there, we will simply apply a Tax on their Cars which freely pour into the U.S.,” Trump wrote on Twitter in March.

“They make it impossible for our cars (and more) to sell there. Big trade imbalance!”

German automakers Volkswagen AG (VOWG_p.DE), Daimler AG (DAIGn.DE) and BMW AG (BMWG.DE) all have large U.S. assembly plants. The United States is the second-biggest export destination for German auto manufacturers after China, while vehicles and car parts are Germany’s biggest source of export income.

In March, Germany’s automotive industry association said: “A trade war between the USA and Europe must be avoided at all costs. In such a trade war there are only losers on all sides.”

The White House could opt to negotiate with individual countries about whether auto tariffs take effect. Trump would have to launch a probe before he could impose the tariffs.

The report caused U.S. automaker shares to jump and hit those of overseas companies like Toyota Motor Corp (7203.T), with its New York-traded shares falling 0.67 percent.


It was unclear how the administration would be able to use a measure aimed at ensuring national security in the car sector.

Trump has long made the imbalance in auto trade a key concern, repeatedly threatening to impose tariffs on imported vehicles.

The United States imported 8.3 million vehicles in 2017 worth $192 billion, including 2.4 million from Mexico, 1.8 million from Canada, 1.7 million from Japan, 930,000 from South Korea and 500,000 from Germany, according to U.S. government statistics. At the same time, the United States exported nearly 2 million vehicles worldwide worth $57 billion.
