Not the literally definition but how I understand it:

It is usually something added to a discretionary spending bill that allocates money, or gives power to president (mainly money), for a very specific thing, ignoring all other guidelines.

Congressmen like to get them added to bills to curry favor in their district or state. Leadership use them to win over people on the margin for votes.

Think of it this way, Congress wants to pass a bill that spends 20 billion dollars to fight the opiod epidemic. The bill will general say 5 billion goes to building clinics (with some criteria of how it must be spent), 5 billion to for medication (with some guidelines), 2 billion for this, 1 billion for that, 100 million for this, and so on. There are guidelines for a process to how grants are giving out. The president and executive branch has the discretionary over the specifics that are not spelled out.

An earmark is like saying $200,000 dollars needs will be used to build a clinic in Clark County Nevada, in the City of Las Vegas, with congressional district 6. So it is a specific institution on how something needs to be done. It bypasses all other rules and criteria of how money should be allocated.

They can be other little things slipped into larger bills. The GOP and deficit hawks used to call them call it "pork".

You can look at it that way.

Sometimes they sometimes fund good projects, some times it is trash.

The thing about them is that they make up such a all portion of total government spending usually, that going after them is a sure fire way to piss off your colleagues.

I learned about what it took to get Obamacare signed as law in writing this paper. Making backdoor deals with interest groups, making concessions to get votes from democrats who were holding out, ej. Cornhusker kickback. How Obama surrounded himself by insiders to get the deal done. That backlash by protesters who didn't want the government to expand the summer before the bill got signed into law. And...I'm blanking out on the rest because I still have more of the paper to be done :lol:

The version of the ACA that was passed in the House was better and more progressive. The original proposals were even better if we are talking about getting to universal coverage.

The Cornhusker kickback was a deal cut in the Senate for it to beat the filibuster. Centrist Dems pretty much wrote the bill.

The Dems lost the 60th vote in the Senate because of special election as a result from Ted Kennedy passing away.

So they used reconciliation to get the bill passed since legally they could because it had already beat a fillibuster. The House took out the cornhusker kickback and some other stuff, then the new House Bill passed the Senate with less than 60 votes.

-Obama learned from the mistakes of Hillary Clinton and Bill Clinton in the 1990s. If he tried to put insurers out of business, they would have kill that joint from the start. But they were able to buy off enough folk centrist Dems to get some real good stuff taken out:. Bigger subsidies, Medicare buy in at 55, the public option, using the Federal employee system. It is funny, Trump's actions are pushing the Dems closer and closer to just supporting a universal Medicare buy-in.

I legit think at least half to two thirds of the 2020 Dem field will run on some sort of a juiced up universal public option.

You basically summarized my paper more or less. Been working all day and I'm still working on it. I'm almost done. Just got to the point where Obama won and now I want to talk about the limitations of Obamacare in light of the stuff that you mentioned that was taken out.

You know Rusty, you've been mentioning public option for a while now. It's not until tonight that I understood why it's important to have a public option. The catching up I have to do :lol:

I would have to say that the lack of a public option plus the Supreme Court ruling against making implementation of medicaid expansion mandatory ****** some **** up

It is a headache, but I know more for having wrote the paper myself. If I knew what I knew now I would've been able to argue against people who was so sure that Obamacare being ***** up was his fault. It wasn't...if he had the cooperation he needed he would've been able to put in the full bill. But nah insurance wanted to be able to cake though, so Obamacare became what it was :lol
