I think the rule is the team who fumbled can knock it out of play, but the team who didn't have that ball at the start of the play cannot

They are, automatic reviews, especially when you have to review goaline, etc.

If it's a penalty, they can't assess it on review. All they could look at on the review was whether the ball broke the plane before being knocked out.
