nope. 4E is where it starts to feel like a half size up.

Is there a huge difference between the 2E and D width on the 990v4?

Not a huge difference in looks, but when you put your foot in there you will notice a difference. I have one pair of 2E 990's and they fit wider (of course). Unless you have really narrow feet you will be just fine.
