How is the head not the primary point of contact.
By definition it is an illegal hit. It was avoidable.
48.1 declares an illegal check to the head as "a hit resulting in contact with an opponent's head where the head was the main point of contact and such contact to the head was avoidable.
Watch this replay starting at 0:49 and tell me thats not extension.
(I actually dont care, but I really dislike Trouba. )

Does that involve the player lowering his head into said opponent? That's what it looks like from that clip posted earlier.
