Just realized I didn’t answer your second question.
USC retires every Heisman winners jersey number. There are other special numbers that are only specially allocated to players (#55, #35) but the Heisman numbers are retired.

The year after. Caleb gave him the ok to wear 13 knowing it would be retired after he left.
I also think Caleb is the type of person to not be a jerk about giving permission to wear his jersey. See Palmer allowing Addison to wear #3 and Mike Garrett signing off on Darnell Bing wearing #20.
