PER doesn't really measure "efficiency " it measures productivity it rewards those who have a higher usage rate more so it could go either way

Not necessarily. KD is 2nd in PER and has a usage rate of 27% Kawhi & AD 3rd/4th (30%) and Harden 5th at (35%). Burry is 15th this season (30%)

A lot of the computation on it is raw stats then divided on the minutes played less a few things like turnovers and such
