I'm just wondering how it applies to someone driving to a neighboring state to buy some standard-capacity magazines, and then driving back to CA? I wouldn't be surprised if CA law bans you from bringing them, unaltered, into the state at this point, but if a person did, I'm just wondering how anyone would know the difference? you just aren't allowed to purchase them at this point.

^ It depends on the magazine.
There are different generations of 9mm glock magazines; I think theyre on the 6th gen now. The first 2 generations were pre ban. There are some characteristics that make the magazines different. Link below has good info and pics.

Is there a huge difference between a 9 and a 40? I have a 9, but I always regretted not getting the 40.
