Glue under the mud guard is pretty normal on these

It's actually top layer on the mud guard. I'm sure it happens, but I've never had any issues like this with any of my Presto's. Luck of the draw I guess.

If it’s top layer that isn’t right. That’s a defect, I would try to exchange or refund and buy from elsewhere.
