I made my girl a jump off but not purposely and it wasn't even my intention. I think you need to establish a relationship first and then neglect her enough until she flirts with other guys. After that, break up with her while expressing that you know whats going on and you're not going to stop her. She will feel guilty and pretty much will let you do anything...ANYTHINGG
