Play golf. You can do it on a solo mission and it still gives you 1st place RP and JP points. between 1600- and 2200 depending on how good your round was.
One round will damb near level you up.

I got through a couple of jobs and it just got stuck. I restarted the game on online mode and I had to start all over again. Just when things were going good.
