Woodberry Kitchen (Cool atmosphere, everything farm to table and extremely good.)
Charleston (Fine dining. Super expensive, but REALLY good. Chef is consistently up for different awards.)
Miss Shirley's (Best brunch you'll have.)
Blue Moon (Captain Crunch French Toast is incredible.)
Chaps Pit Beef (It's in the parking lot of a strip club. Best pit meats you'll ever eat though.)
Abbey Burger Bistro (Really good & massive burgers. All different kinds of meats, cheeses, toppings, etc)
Faidley's (Top 3 crab cake.)
Thames Street Oyster House (My favorite restaurant in Baltimore.)
DiPasquale's (I get a sandwich from here at least once a week. Too good not to.)
La Scala (My favorite spot in Little Italy.)
I've never been to Paper Moon before, but I know that the decor is pretty wild.
Roy's is overrated. Not sure why it's on this list.
Rusty Scupper and Mama's on the Half Shell are both really good. I'm just not sure I'd include either of them in my Top 15. You aren't going to get a bad meal at either though.
Never actually eaten at The Brewers Art. They have great beers and cool decor though.
