Regal and "SeaMan" enjoyed going there to see talent but since it operates the same way AEW operates (in that talent comes THERE to work instead of talent STAYING there to work), it is hard to call it developmental.
So I would say Evolve/ROH as the developmental territories. Especially ROH since they had a school
