The Chinese elite are not doing this out of benevolence, they need more and more man power in the industrial cities so the elite can make even more money. Real estate prices have slowed down that flow of muscle from the country side so they will build a few rat infested slums and cram a bunch of people into them so they can further enrich the government officials who profit from the profits of labor intensive Chinese industry.

This country wasn't built on "giving" it's people anything but freedom. It was built on people taking opportunity by the balls and exploiting it to the fullest extent of their ability. Until China will let their people do that, we will still be the dominant country.

lol at anyone who thinks the Chinese government is doing this out of the kindness of their heart. i don't know if you guys knew this, but China is currently propagating a giant housing bubble similar to the one we had in the US. just google "China housing bubble"
speculation is causing tons of houses to be built, but they are all far too expensive for people to live in. my friend just came back from China and said there are actual neighborhoods and strips of nice houses that are all completely uninhabited. the Chinese government isn't giving out free money. they're trying to put a band-aid on a much larger wound.
