I was confused about this as well. I hope they elaborate on why he was doing it in future episodes. I know he made it to his sisters at the end so maybe that has something to do with it.

Very confused about two plots from the premier :
1.) What's with the Harrow business? Was this Jimmy related?
2.) What's the deal with the DEA agent guy? Why did he set up the other agent? Why did he kill the moustached guy posted up in the shotgun door house? Really don't get why/how he did what he did.

Basically this, bootlegger told him he set up traps, then he tells the guy some bs about not being able to see well in the dark. It's a set up so he can be promoted. He played dude off his own greed.I believe he did this to get money. He saw the other agent making money from Nucky and Mickey Doyle and he wanted in. The only way he could have gotten in was to get rid of the other guy which he did by having him offed by the guy with the shotgun. He figured he was in a good spot and shot him and framed him (most likely) for the murder of the agent and i'm sure he looted that guys booze while he was at it. Win-Win situation IMO....
