Teams can only trade out first round picks seven years out. In those seven years, teams can trade away four picks outright and do three pick swaps. They have to alternate because of the Stepien Rule (can't trade future first round picks in consecutive years).

If teams accumulate picks from other teams, they can trade those away with no rules.
