How is it legitimate if it is a fine-able offense?
I dont even know if I could call those fines a result of a rule violation, but rather to combat the fan outrage. Can they really find some way within the rules to disallow flopping? Probably not, its too dependent on On-the-Spot interpretation from the reps, so this was the next best alternative.@AntiDope

Dudes wanted Rose to comeback ASAP and look like the current RG-3, a** juice, instead of waiting to comeback until he felt comfortable an take his team to the finals, caring waaaay too much about another man's actions.
