From what I read it had more to do with UEFAs incompetence not following their rule about reopening cases. Their own rules state to reopen on investigation into a past investigation they would need to do so within 10 days after they first closed it. UEFA waited several months to try to reopen it and CAS said you can’t do that because you missed your time frame. PSG will still be investigated they just can’t be reinvestigated again for the years they were already investigated for.
