Hopefully that's the plan down the road, cause unless he gets completely repackaged, I can't see any reason to legitimately cheer him.

Let's not get carried away...
He has little charisma and can't put himself over on the mic. Ideally you'd want him to do what Cody Rhodes did...work on covering up the lisp as much as possible and gradually get better at inciting crowds with his words/antics. Cody hasn't improved as much as Dolph on the mic (I think a lot of people forgot how mediocre Dolph was
) but he's made great strides and can hold his own with most of the WWE roster. Same can't be said for Swagger.
I do agree they screwed with his character though. I can pinpoint it to this moment...
You'd think getting the biggest push of your life by winning MITB and the World Title in the same week would pave the way for greatness, right? Nope. WWE made two big mistakes
1). They rushed Swagger winning the strap and had him beat the wrong guy. Instead of taking time to build him up as a legitimate strong heel, they immediately gave Jack the strap 2 days after winning MITB @ Wrestlemania and, to make matters worse, had him pin the #1 heel in the company. It was mind boggling because if they had decided that Swagger would be champ, the logical move was putting Edge over Jericho @ WM. This would set up Edge returning to his show as the triumphant face who had beaten the odds and returned from a major injury to win the Royal Rumble + defeated Jericho to become World Champ. They could have told viewers on RAW to tune into Smackdown to hear Edge's victory speech...hype up his speech all throughout the Smackdown show...Edge comes out at the end and is in the middle of his speech when a salty Y2J attacks him setting up the cash in opportunity for Swagger. Swagger would get the ultimate heel rub and this protects Edge from looking weak + sets up a new feud with Swagger.
All that being said...the fake scenario I made up was to salvage a situation that should've never occurred in the first place. Another reason why Swagger wasn't ready for the Title yet: he was developing a diva attitude backstage and let the success get to his head. He didn't "carry" himself as a champion and once you piss off the wrong people in WWE, you're in the doghouse...this is why they humbled him and demoted his ##$ straight to lower-mid card and he's been there ever since.
2). They tweaked his character for the worst. Swagger as the smiling arrogant jock character > serious, stone-faced, slow-talking character. As you can see in the clip, it happened immediately after the W. They had him come out in suits and put on his best Chris Jericho impression. He's not the menacing type and the change clearly didn't fit him.
