What is the base coat on Electric blue foams?

I was considering using acetone on my electric blue foams, but not sure what the base coat is. Has anyone done this before?

I would use a white as a base coat in order to have the blue really pop ! Unless you want a duller finish and just go with straight blue paint . View media item 1458489
