Revealing the other locations where filming will happen just seems as if he is giving away too much info that he shouldn't be revealing

He opened his mouth about doing reshoots for Avengers 2. No one knew he was going to be in Avengers 2.
What Idris did and what Mackie did are 2 different things.

What exactly is he revealing? That Civil War isnt going to be shot in one place? Did you expect that to be some huge reveal down the line?
Actors know what they can and cant say when they say it.

I think this is the case. There was a part where Jarvis is talking to Howard on the phobe say Peggy would be a good fit. To what? It does not say. I believe they were talking about shield.

he isn't revealing much tbh. He didn't specify if they're gonna actually be shooting the location or just doing green screen stuff
sometimes they shoot in those countries for tax breaks..
